ABOUT
The Torres Martinez Desert Cahuilla Indians Child Care Development Fund (CCDF) Program supports safe, high-quality, and culturally appropriate child care for Native American children.
Childcare assistance through Tribal CCDF allows parents to pursue education, training, and employment. We understand that every child deserves a safe and enriching space to grow—and that families and providers need reliable support to make that possible.
Our mission is to:
- Assist families with the cost of childcare
- Strengthen childcare providers with training and resources
- Promote safe, culturally appropriate care for Native children
This program is funded through the U.S. Department of Health and Human Services, Administration for Children and Families under the federal Child Care & Development Fund (CCDF) program.
CHILDCARE SUBSIDY PROGRAM
Applications are accepted on an ongoing basis, approval dependent on funding availability.
TECHNICAL ASSISTANCE FOR PROVIDERS
We’re proud to partner with both licensed and license-exempt childcare providers by offering technical assistance, resources, and ongoing support.

APPLICATION
The Torres Martinez Desert Cahuilla Indians Child Care Development Fund Program (CCDF Program)/ General Child Care provides payment for child care services for eligible Native American children. Parents, children, and child care providers must meet the following eligibility criteria:
1. Parent/Guardian:
- Must be employed, be attending an educational program, or attending a job training
- Must meet income guidelines (The family’s total income does not exceed 85% of Grantee Median Income)
- Reside in the service area of Riverside County
- Must not be receiving any other childcare assistance from another program such as TANF, Riverside County DPSS, etc.
2. Child:
- Must be under 13 years of age or
- Be under 19 years of age if they have a qualifying disability, or requires child care as part of a court-ordered supervision
- Must be either a tribal member, a child of a tribal member, a child that possesses a Certificate of Indian Blood showing they are a lineal descendant of a tribal member, or adopted child of a tribal member.
3. Child Care Provider:
- Must be over the age of 18
- Meet State licensing requirements or
- If license-exempt (Family, Friend, or Neighbor), meet TM CCDF health and safety standards
- Must not be a parent of the child and cannot be living in or providing care in the home of the children
